Like all burgeoning technology, it's dragged down by the remnants of the previous system.
If our systems for water use are wildly inefficient (they are) then trying to match that amount of water use with desalinated water will make the new tek look bad. People have a hard time believing that we could do fine with 1/10th the water. Almost all of it is wasted. Same in transportation, housing, industry, etc. Our energy woes aren't about shortage, they're about a glut fest we've been on, spewing it out all over everything,Lambhorgini's for all!

Look at our hi-ways:The cars are better, but they cost more; there's more of them, and they use as much fuel as the old ones because they go faster and are driven more. The cars i see most often have one passenger and weigh 2 tons.
There's no reason to look for better fuel to feed that scenario, even if it's all Teslas. Its bad news for the biosphere, sold as good news.
This is my pet grievance and social struggle...overcoming the notion that we must consume vast quantities for a quality life. It becomes law. (It did in my case when i broke it to heat with the sun and use rain instead of buying it, etc.)
