If you're of the opinion that motivations don't matter, and the only relevant thing is the thing done in the end, that's fine, I can understand that. But I do think that motivation matters.

I think most politicians do try really hard to do what's good for their constituents - or at least, what they believe is good for their constituents. The constraints of politics and reliance on donors and their interests means that they can't always do all the things they want.
